National Legal Regulations on Combating Terrorism
Abstract
Terrorism is one of the most complex and dangerous social and criminal threats to the legal system, internal stability and public security of a state. Multiple manifestations of terrorism alarm international community and impose the necessity of elaboration and implementation of a number of new measures on preventing and counteracting this phenomenon. The need for decisive steps in the context of protecting the population sometimes imposes the state to undertake urgent anti-terrorist measures without a detailed appreciation of their impact on human rights and the principle of the supremacy of law. In some cases the legislation has to be amended in the course of an emergency. That is the reason why it is important to periodically review the legislation, especially after the critical situation is over. Considering the crimes of a terrorist character and those related to it one can observe that the legislation of the Republic of Moldova is in the process of continuous improvement, the Criminal Code being adjusted to the international provisions.
