Digital Transformation of the Public Administration: A Case for Odessa Region

Abstract

The latest paradigm of modernization of public administration is its digital transformation. Two main issues for the success of digital transformation are identified: motivating citizens to use digital technologies and the transition from government-oriented services to meet the needs of citizens to an environment in which they will independently determine their needs and mechanisms to meet them, the study proposes indicators for assessing the process of digital transformation at the local level.
